- At bottom of each states copyright. According to Copyright status of works by subnational governments of the United States, South Carolina gov't can copyright protect documents. - Under current copyright law, creative works such as photographs are subject to copyright whether they are tagged as such or not. No registration is required, and no copyright notice is required. So we have to assume that all material online is copyright.Are you in contact with the subject of the article and editing it on her behalf? If you are, you have a conflict of interest. If you are being paid to edit, you must post a notice on your user page stating that. See below for more information.Why did you state that you are the author of the photograph? - This is so crazy. So i am not related or paid. I emailed her just as you could do to make sure its not copyrighted as i did not see copyright on the site as most sites have that are. I wanted to be safe because i was told there was uninformed people on here and that would flag this type of stuff. I was informed it was a public picture paid for by the state, meant for stuff like this. I am new on here. Managing a conflict of interest

- Your denial of paid or COI here is sufficient. (Emailing her with a copyright query is not enough to call it COI.) Dianaa is the opposite of uninformed. She is an expert on copyright issues and a Wikipedia Administrator. The photo will be deleted from Commons which will trigger a removal from the article. - A small thing, but for article editing, always log into your account. Editing the same article logged in and not logged in - latter appearing as IP numbers or numbers and letters - is considered sockpuppetry (WP:Sockpuppet), which deeply offends Wikipedia Admins, and can result in being indefinitely blocked.
