The reason left by DoubleGrazing was: This topic is not sufficiently notable for inclusion in Wikipedia. The comment the reviewer left was: I can see nothing in this draft that would suggest notability per WP:COMPOSER, and the sources don't come even close to demonstrating WP:GNG notability; this essentially describes a person doing their job — perhaps successfully, but that in itself isn't sufficient for inclusion in a global encyclopaedia. Given how many rounds we have gone with various drafts on this topic, and if this is the best that can be produced at this stage, I feel it is reasonable to conclude that the subject is inherently non-notable, and for that reason I am now rejecting rather than merely declining this draft. --
