Yes, Minimax Regret, I've been pushing the "POV" that terrorist attacks by a proscribed terrorist organisation designated as such should be properly included in the relevant category, and it's actually been discussed productively at Wikipedia:Administrators noticeboard/Incidents#DagosNavy and WP:TROUBLES.
