i am an active user on Chinese WKPD,who am an ipblock-exempt,didn't do anything about vandalism and spp.today morning(utc+8),i find i was blocked.but i edited only my userpagee and an wrong edit which should be translated.my IP has been hijacked in Sep.2016 so i have ipblock-exempt in Chinese wkpd.My ip should be hijacked today or used by other user.i didn't,and it's impossible to do anything like vandalism and spp.i often use computers in net bars.What should i do?(Unblock is a chance to practice my English.)

Decline reason:

You have been blocked for sock puppetry and this is the prime issue that you need to address. Further, there needs to be an 'exceptional need' for an IPBE. Since you have successfully edited this Wikipedia, albeit apparently by mistake, then you have no need of an IPBE. I would add that to edit this Wikipedia you need sufficient competence in written English. i read it.i understood that i was blocked for spp.the user 回退器测试小白熊 is me,which is used to examine my JS.i announced this on ZHWP.sorry.i didn't pay attention to computer security at all.so i will use computers only at home every times.i won't use WP on public computers again.sorry.i will only use this account,南极熊 to do evething on WP.What will i edit? Welp, the first issue is your ability to edit intelligibly in English. I think you should gain greater proficiency before attempting to edit here. If you are running your text through a translator before posting, it is not doing a good job. Then there is the WP:socking. You must list all other English Wikipedia accounts you are using. Any unblock appeal should be made on the original account. You will likely be required to abstain from editing for six months before seeking the WP:standard offer.
