Request reason:

I have been a contributor since 2007 with no prior history of vandalism. I am on a shared statewide proxy (state of Delaware) used by both employees and schools, I can appreciate this IP address (167.21.142.11) being blocked, but even logged in, I could not edit, which was why I requested the previous unblock.
