Wikipedia uses a set of image copyright tags to indicate this information; to add a tag to the image, select the appropriate tag from this list, click on this link, then click the "Edit" tab at the top of the page and add the tag to the image's description. If there doesn't seem to be a suitable tag, the image is probably not appropriate for use on Wikipedia.

Rele, since you're the webmaster, would you please send a proper permissions email for this image? Since anyone can claim to be the copyright holder of an image that's on another website, we can't accept by itself a statement on a talk page like you gave: it's helpful, but it's not enough to keep the image from being deleted. You can easily keep it from being deleted with a proper permissions email: using an email address affiliated with llanellich.org.uk, please send an email to permissions-en@wikimedia.org with the text that I've put in quotes: "File:Horeb Mill 2011.jpg This file with accompanying text is copyright of Llanelli Community Heritgae of which I am webmaster. As such we permit use of same, permitting re-use under the CC-BY-SA and GFDL." If you do that, and if you place the code {{OTRS pending}} on the image page, it will be archived, and nobody will dispute the fact that you're the holder.
