Fails WP:GNG, requires significant coverage in multiple independent secondary sources, not merely a series of mentions in passing. Even the reference in the Kathmandu Post states :the deputy plays a bit part role in the decision making." It is not an automatically notable role/position.

Wikipedia's technical logs indicate that this user account has been or may be used abusively as a sockpuppet of User:Sulavxettri per the evidence presented at Wikipedia:Sockpuppet investigations/Sulavxettri. It has been blocked indefinitely from editing to prevent abuse.
