Yes, I deleted the Frank Sheldon article. The problem was not with the copyright on the image (that was a different problem) but that the article you wrote did not assert the notability of its subject. In particular you should read our guidelines on writing biographical articles: WP:BIO which tells you the criteria for a subject to warrant a Wikipedia article.
