There have been two problems with this account: the account has been used for advertising or promotion, which is contrary to the purpose of Wikipedia, and your username indicates that the account represents a business or other organisation or group or a web site, which is also against policy, as an account must be for just one person. Because of those problems, the account has been blocked indefinitely from editing. Additionally, if you receive, or expect to receive, compensation for your contributions to Wikipedia, you must disclose who is paying you to edit.

I am not affiliated with UPC Insurance. I had no intention of making a promotional page. I was practicing in the Sandbox using existing content from websites. I had no intention of publishing what I included. My intention is to eventually create an entry for several insurance companies, as well as to improve the content for several insurance page topics, such as homeowners insurance. This was not an advertising or promotional endeavor. I am new to using Wikipedia and would like to try again. I believe the information I plan to provide is objective and will be useful to readers. Thank you.

Edits to sandboxes appear in the Recent Changes feed and as such are visible to other editors, and sandboxes are not immune from deletion processes; especially the public sandbox which can be blanked at any time. Regarding the block, for reasons I cannot reveal publicly(but will inform other admins upon request) I believe you are not being completely honest with your request. I can say that the fact you wrote the edit summary "test page for upc insurance" also does not jibe with your statement that you are not affiliated with UPC Insurance. Until you are more forthcoming or otherwise more fully explain your situation, you have no pathway to being unblocked. Thank you for the review. When I say I am not affiliated with UPC Insurance, I do not work for them as an employee. I work for a company that handles their website maintenance. Someone at UPC Insurance created this account on Wikipedia and asked for our help creating a page for their company. I would now like to delete that UPC Insurance account and replace it with a personal account for myself -- Ethan Lazuk. I am not trying to promote their company but only to make sure it is represented. I have taken the feedback from Wikipedia and created new content for a new page using only 3rd party reliable sources. This page I want to create is modeled on the pages of other insurance companies like Allstate. I've also identified several insurance pages on Wikipedia that have thin content that would benefit from edits. I understand the purpose of Wikipedia as an encyclopedia. I want to be an authoritative contributor, not an advertiser. Thank you for your consideration.

As you have a conflict of interest around UPC Insurance, you will not be unblocked to write about them. If you wish to write about other subjects, subjects for which you have no conflict, let us know what they are and we will consider lifting the block (though we'll probably require you set up a new account, as this one is compromised). Someone else will review your request, but "making sure it is represented" is a promotional purpose. It was also, frankly disingenuous to say you had "no affiliation" with your client. If someone else created the account you are using, it could be seen as compromised which would mean there is zero chance the block will be removed- and it will be hard for you to create your own account(since you will still have to resolve these issues before you could edit).
