Function details: Earlier versions of "The Bugle" newsletter had the closing center and span tags, for the final paragraph, in the wrong order, meaning the span never closed, and the font size reduces by 85% for every newsletter. The key substitution line looks for...

- The two center tags (2 and 4) are eliminated. This make the closing span work properly.
