Pursuant to Pub. L.Tooltip Public Law (United States)110–229 (text)(PDF), the Northern Mariana Islands elected a non-voting delegate to Congress, replacing a CNMI-paid non-congressional position. Among nine candidates, independent candidate Gregorio Sablan won the election with 24% of the votes, and incumbent Resident Representative Pedro Agulto Tenorio (Republican) came in second with 21% of the votes. Since the CNMI traditionally has general elections in odd-numbered years, this office was the only contest in the November 2008 ballot.
