Character count after the lead section is 1552, but 719 of those characters are the contents of direct quotes from the source articles (they are given as quotes with quotation marks and citations, so not really a copyvio); very short sections could be combined until more information is added to the article. Nomination needs a new review now that major changes to the article have been made. The new review should include neutrality and close paraphrasing checks. Suggesting the following ALT1 hook which clarifies date and country, two things that confused me about the original:

Tweak idea for the hook: Instead of mentioning the Feb 20 date, which might not be of much relevance in March, how about saying:
