Hi there.
To answer your question, wikipedia and other wikisites are editable by anyone, whether or not you have created an account. However, I think what you were asking, is if you have an account on en.wikipedia.org (English Wikipedia) and you go onto fr.wikipedia.org, would your account still work? The answer is no. Unfortunately each wikisite is considered a separate entity, meaning that if you wanted an account on all wiki websites, you would have to go and create an account on each wiki website.
The good news is that whenever you do create a user account on a wiki, you can check the box that says "Remember me". This is very useful because you won't have to sign in as your user every time you visit that site (assuming you use the same computer each time).

You mean the tables of contents? It automatically appears when a certain amount (4 I think) sections appear on a page. If can be forced to appear using __TOC__ --pgk 18:46, 25 February 2007 (UTC)[reply]

ArbCom 2017 election voter message[edit]

Hello, Teak the Kiwi. Voting in the 2017 Arbitration Committee elections is now open until 23.59 on Sunday, 10 December. All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
