It's an ugly flag, and it will always be Spokane County's ugly flag as long as people pretend it doesn't exist. Most of the city of Spokane's flags through history were also not codified into law. To extend that to the origin of the flag in question, I cannot find any evidence that the flag was officially adopted. The only origin I can find is that was derived from a design contested sponsored by the 'Spirit of '89' Centennial Celebration Committee, and was made by Puget Sound Tent and Awning Company. The county has never officially decommissioned this flag. You will not find any source showing as much, because it's never happened.
