Despite being non-contiguous, it is a quote copied verbatim from the source, save for the fact that the original does not have a comma. Without an edit similar to this one, we are essentially copy-pasting a quote without quotation marks, but saying it's not exact because we added a comma. If it's important for editors to maintain the exact wording but not include quotation marks, we should instead add ellipses to the bloc quote and remove comma. undo
