Fawad Hasan Fawad (Urdu: فواد حسن فواد) (born January 14, 1960) is a Pakistani civil servant, diplomat and political strategist; who serves in BPS-22 grade (highest attainable rank for a serving officer) as the Principal Secretary to Prime Minister of Pakistan Shahid Khaqan Abbasi.[1]

His work has largely been focused on the fruition of the China–Pakistan Economic Corridor, effectively spearheading multiple infrastructure and energy projects and directing sector-wide investment across the nation.[2]

Fawad was promoted to the rank of Federal Secretary in December 2017.[3]

He is regarded as an expert in public administration, including conflict resolution, restructuring, change-management, infrastructure development in public and private sectors, public-private partnerships in developing countries, development of partnerships and harnessing synergies between public sector, private sector, civil society organisations, and opinion makers, district revenue and general administration.[4]

Fawad is a Pakistan Administrative Service officer and is batchmates with Raja Sikandar Sultan, Rizwan Ahmed, Allah Dino Khawaja and Barrister Zafarullah Khan.

Early life and education

Fawad was born in Rawalpindi, Pakistan to a middle-class family and is the youngest of five brothers. His father, Muhammad Yaqub, was a Kashmiri migrant and a graduate of Sri Pratap College, Srinagar, 1935. After the movement led by Jinnah and his struggle to create Pakistan in 1947, his parents migrated from Srinagar to Sialkot and then subsequently to Rawalpindi, where they settled.

Fawad attended F. G. Sir Syed College in Rawalpindi, where he gathered multiple accolades to his name, being recognised as an extremely well-rounded student during his high-school years.

Fawad was trained in 1982 as a lawyer at the University of Punjab and also undertook two years management training (1987-89) at the Civil Services Academy, Lahore. Fawad obtained his LLM in corporate finance degree from King’s College London, in 2001, whilst being awarded a British Council Chevening Scholarship.

Personal life

Fawad has a passion for Urdu poetry and Urdu literature, with Allama Iqbal, Faiz Ahmed Faiz and Ghalib being pre-eminent influences.

Career

Public service

Fawad serves in the Pakistan Administrative Service, formerly referred to as the District Management Group, Pakistan. He previously served as Principal Secretary to Prime Minister Nawaz Sharif[5] and as Punjab's Provincial Secretary for Health, Communication & Works as well as holding other portfolios.[6][7]

Fawad has represented Pakistan in a multitude of capacities on foreign missions; including as the Commercial Counsellor of Pakistan to Germany from August 2003 to July 2006.

Fawad has served in the Federal Government and in the Provincial Government's of Punjab and Balochistan. He served from May 1998 to March 1999 and November 1999 to September 2000 as Deputy Secretary and Principal Staff Officer to Chief Secretary Punjab. Fawad served from December 2001 to September 2002 as Additional Secretary, Services and General Administration Department Punjab.

He served from April 2008 to November 2008 as Secretary Services and General Administration Punjab. From November 2008 to February 2010 he was Secretary Communication and Works Punjab. From February 2010 to April 2011, he served as Secretary Health Punjab .

Fawad was Secretary Excise and Taxation, Punjab from July 2011 to July 2012. He served as Secretary to Chief Minister Punjab (Implementation), and Punjab from July 2012 to April 2013. Fawad served as Joint Secretary, Economic Affairs Division from April 2013 to June 4 2013.

He served as Deputy Commissioner Lahore; being the youngest individual to do so in Pakistan's history, and as Principal Staff Officer to Principal Secretary to Prime Minister of Pakistan. [8]

From July 1994 to March 1997, Fawad Hasan Fawad served as Deputy Commissioner Quetta, Deputy Secretary to Chief Secretary , Balochistan from January 1993 to July 1994 and Assistant Commissioner, Quetta and Hub from August 1989 to January 1993.

Private sector

His services in the financial sector included his appointment as Senior Group Advisor to the JS Group, Executive-in-Charge Infrastructure Development Division Bank Alfalah Limited from August 2005 to November 2006.[4]
