:If you're working on the article in your sandbox, there's no use for the under construction template. That's to be used in cases when you're making multiple, rapid edits to the page. It's use alerts other editors to the fact that there may be edit conflicts. Plus, if it's taking a long time, you don't want that template on the page for weeks and weeks.
