Chandrasekhar was to produce the film initially, before Kalaipuli S. Thanu took over the project.[8] The film became titled as Thuppakki, contrary to early reports, according to which Maalai Nerathu Mazhaithuli was considered as the title.[9][10] National Film Award winners Sreekar Prasad and Thotta Tharani were roped in for editing and art direction, respectively.[11]

Kajal Aggarwal was eventually confirmed,[21][22] who went on declare Thuppaaki as her biggest film in her career.[23] Akshara Gowda was cast to play the second female lead.[24] Gautham Kurup was chosen to play a significant role,[25] while Vidyut Jamwal, who was simultaneously shooting for Ajith Kumar's Billa II as well, would be playing a role with negative shades.[26][27] Sathyan, following several collaborations with Vijay, confirmed that he was part of this project, too.[28] Further popular malayalam actor Jayaram also confirmed his presence in this project.[29]

According to early reports, filming was to commence at Thiruchendur and continue in Mumbai.[30] Supposed to start on November 26, 2011,[31] it began on 5 December in Mumbai.[32] Vijay would appear in a completely different with a different hairstyle as well as a facial makeover.[33] The first schedule that lasted for 35 days was completed by January 2012.[34] The climax featuring a stunt sequence involving Vijay and 60 fighters was shot using nearly 7 cameras.[35]
