It is the same organisation that the sikhpioneers website wishes to indicate, but they have the facts slightly wrong, as the Indian national Committee was actually formed by some members of the Berlin committee before they came to form the Berlin committee. Nonetheless, for practical and historical references, some historians do identify this predecessor organisation with the Berlin committee itself. The Ghadar Conspiracy was between the Ghadar party, Berlin Committee, and the German foreign office (and the Irish republicans).
