Hung Tsi-yung (born December 20, 1982 in Taichung City, Taiwan) is a Taiwanese politician. She is the incumbent member of the New Power Party (NPP), and the party's legislative candidate in 2016.

洪仲丘事件

2013年7月3日，當時在中華民國陸軍擔任義務役下士的洪仲丘，在服役期間遭凌虐死亡，引起社會關注。民間籌組「公民1985行動聯盟」發起公民運動，最後促使中華民國《軍事審判法》修正，是為「洪仲丘事件」[3]。洪案發生後，洪慈庸獲公司給予無限期休假處理家務事的權利，做為洪家對外發聲的窗口，面對包括時任中華民國總統的馬英九和諸多官員時，態度不卑不亢，更數度以犀利言詞抨擊軍檢[1]。當時她總是以「黑框眼鏡、大口罩」形象出現在媒體前，事件過後曾解釋並非刻意維持該形象，而是因為重感冒、並擔心影響往後生活所致[4]。

參與政治

洪仲丘案落幕後，洪慈庸於2014年台灣地方公職人員選舉中，數度表達政治立場。3月，在民進黨台北市長候選人初選期間，洪慈庸便替洪案發生時，第一時間給予幫助的顧立雄錄製電台廣告[5]。11月28日選前之夜，則和「洪舅舅」胡世和共同現身，替民進黨提名的台中市長候選人林佳龍站臺[6]。

2015年1月，民進黨私下勸進洪慈庸以無黨籍身分參選立委[7]；1月23日時代力量創黨，由於創黨成員邱顯智、曾威凱、胡博硯、劉繼蔚都是洪案義務律師團成員，洪慈庸出席創黨大會，但表示不入黨、也沒有從政念頭[8]。不過在2月24日，洪慈庸與林昶佐（閃靈樂團主唱Freddy）共同宣佈，代表時代力量參選[9]。

洪慈庸投入的台中市第三選區，涵蓋后里區、神岡區、大雅區、潭子區。該選區係民進黨評估的艱困選區，因此洪慈庸獲得民進黨禮讓[2][10]，時任民進黨主席及總統候選人的蔡英文，也在9月3日為洪站臺表示支持[11]。主要對手為中國國民黨籍、爭取連任的楊瓊瓔。楊擔任地方民代長達25年，基層實力雄厚，被國民黨評估為必勝區[2]。由於洪仲丘案發生時，洪家曾先尋求楊瓊櫻協助但未得到回音，因此兩人的競爭頗具話題性[12]。
