No it's not. You blanked the article and then put it up for PROD. I removed the PROD and restored the article. An article may only be PRODDED once. If you think it should be deleted you will have to take it to AFD now. And if you restore the PROD again you may end blocked for edit warring or unconstructive edits. Did you read the talk page archives for the article as well as the FAQ on the article's talk page? NPOV is not about treating topics identically. It's about neutrality representing sources' information on a topic. EvergreenFir (talk) 07:23, 20 November 2017 (UTC)
