I don't believe this person meets WP:BIO, and can find no reliable sources covering him. The article bears all the hallmarks of a contribution by an undisclosed CoI (paid) editor, including inline external links. An article with this title was turned down at AfC on May 4 2017 and this version was moved to mainspace later the same day. The creator has not edited since.
