Were the foundations "responsible" for "the demise of the USSR"?

This stub alleges that two foundations co-founded by Jolis (the American Foundation For Resistance International and the National Council to Support the Democracy Movements) were

'responsible for the democratic revolutions that brought the demise of the Soviet Union and Communism in Eastern Europe' .

However, there's no specific sourcing, and given that neither foundation even has a Wikipedia article (I've certainly never heard of them) this smacks of hyperbole. Who made these sweeping claims? The only of the two general sources indicated which might apply (Jolis (1996), as Epstein is from 1982) should hardly be the sole basis of such a statement as its author is the same as the subject of this article.
