Double Checking the Sea Power Citation.

I was curious what Sea Power actually said on this topic, so I found the book on google books here. Interestingly, I couldn't find anything about the topic within. Now this is partly to do with page numbers and it is a different edition, so that doesn't mean the citation is wrong, but it is enough to make me want to take a closer look.
