Unclear sentence

Can anyone correct this? I'm not sure what this suppose to mean - Since in the Bismarck health system the core financing are contributions happens that people in poverty can't pay and get limited coverage.GizzyCatBella 🍁 05:18, 21 August 2020 (UTC)[reply]
