"Faulty" and/or "Improved" issues?

I'm at odds with the sources (not for the first time). The museum source, under Political trouble, says "... a number of faulty issues of the 260s...", but no mention is made of them in the Treasure Report. In the Treasure Report, it says, page 122, "Coins of the "improved" issues..." – does the museum source mean to comment on the Aurelian monetary reformation which improved the minting of coins, or were there some minting errors?
