Under construction

Is this statue actually under construction, or merely proposed? I can't find anything about the approval process on the Mumbai government pages. Also, satellite images of Back Bay don't show any work on an artificial island. Are statue components being fabricated elsewhere in preparation? Any credible links would be helpful.
