Toonerville Rifa 13, also known as TVR 13 or The Ville is a large Mexican(Chicano) street gang[1] located in Los Angeles. The gang has a close alliance with the Mexican Mafia, and works under their direct control. TVR 13 is one of the oldest street gangs in Los Angeles.
History
Toonerville formed in the early 1930's in North East Los Angeles, which also has members in Glendale, Sunland, Tujunga and Atwater Village.[2] The gangs origins date back to the Pachucos and Zoot suits. Toonerville gang is named after the old and popular Toonerville Trolley cartoon, Rifa is a spanish word that means controla/controls or rules. One of the leaders Timothy Joseph McGhee, who has had active arrest warrants for murder by the Los Angeles Police Department and was wanted for questioning in twelve other homicides in Los Angeles.[3] Toonerville has turf claims to the north side of Los Feliz Blvd in North East Los Angeles,[4] as well as southeast and southwest Glendale, Sunland, Tujunga and Atwater Village. Toonerville is trying to claim all of Glendale causing violent gang wars to erupt with The Avenues (gang), Armenian Power and the West Side Locos. [4]

The gangs enemies are The Avenues (gang), Mara Salvatrucha, 38th Street gang, Armenian Power, Maravilla, Tiny Rascal Gang, Bloods and Crips. Toonerville has a history of brutal violence and murder against enemy gangs and the police.
Cliques
Toonerville divides its territory into clicas/cliques. The cliques are CHEVY CHASE PARK LOCOS, LOMITA STREET LOCOS, JOKERS, LOS CRAZY VAGOS, NIGHT OWLS, ATWATER LOCOS, DUKES, TOKERS, TINY LOCOS and YOUNGSTERS. The gang also has cliques in San Fernando Valley, Texas, Oregon, Nevada, Arizona and Mexico. Many Los Angeles street gangs, were once Toonerville cliques in the past.
