Bicol University (BU) is a state university in Legazpi City, the Philippines. Administered from Legazpi[1], Bicol University offers 67 degree programs [2] with varying number of specializations[3] spread into 14 academic units: Agriculture and Forestry (CAF) in Guinobatan; Education (CE) in Daraga,; Engineering (CENG) and Industrial Technology (CIT) in EM's Barrio[4], also referred as the East Campus[5]; Polangui Campus (PC) in Polangui, Albay; Tabaco Campus (TC) in Tabaco, Albay; and across the Legazpi main campus are the Graduate School (GS); Science (CS); Arts and Letters (CAL); Social Sciences and Philosophy (CSSP); Business, Economics and Management (CBEM); Nursing (CN); Open University (OU); and the Institute of Physical Education, Sports and Recreation (IPESR).[6].

Vision A University of Excellence characterized by scholarship engagement for the community towards sustainable development.[7]

Mission The vision is rooted in Bicol University's mandate as provided in RA 5521 which is "to give professional and technical training and provide advance and specialized instruction in literature, philosophy, the sciences and arts, besides providing for the promotion of technological researches,(Sec.30)[8]. Hence, graduates of the Bicol University shall be distinguished by their industry, nationalism and integrity. Along this line, extension service to the community and resources generation through its various productive endeavors shall complement the University's mandated instruction-research-function[7].

History

Formation

Bicol University was created as a state university in the Bicol Region on June 21, 1969 by the Republic Act 5521 and formally organized only on September 22, 1970. Section 2 of the Republic Act 5521[8] formalized the existence of the university through the merging of the following schools to form integrated units of the university:

  • The Bicol Teachers College (BTC) with its Laboratory School in Daraga, Albay, now the BU College of Education (BUCE) with its Laboratory School
  • The Daraga East Central School (DCES) also in Daraga, Albay, initially renamed as Bicol University Pilot Elementary School (BUPES), is now fused with the BUCE Laboratory School.
  • The Albay High School also in Legazpi, now BUCE Laboratory School
  • The Bicol Regional School of the Arts and Trades (BRSAT) converted from the Albay Trade School, also in Legazpi City, by virtue of Republic Act 1129 on June 16, 1954[9], is now the College of Industrial Technology.
  • The Roxas Memorial Agricultural School (RMAS) opened collegiate courses on June 18, 1949[10] in Guinobatan, Albay, became the College of Agriculture; and now known as the College of Agriculture and Forestry.
  • The School of Fisheries in Tabaco, Albay became the College of Fisheries, now the University Tabaco Campus.

These public schools and colleges, now part of Bicol University, have trained and educated the people of Bicol for more than half a century prior to their integration as component units of the Bicol University.

Expansion; University Presidents

1. Dr. Ricardo A. Arcilla (1969 - 1970)

Biography: Born on April 3, 1910 at Calolbon, Catanduanes. Historian. Lawyer.

Highlights:

  • Charted the BU developmental path based on Republic Act 5221.
  • Spearheaded the construction of the Administration Building, which housed the Office of the President, the Vice President for Administration, Financial Management Office, the Budget Office, the University Cashier, the Human Resource Management Office, the Supply Office, the Office of the Administrative Officer, the Registrar, the Legal Office, the Physical Plant Office and the Commission on Audit.
  • Organized the College of Engineering in 1971. Opened B.S. courses in Civil, Mechanical and Electrical Engineering.
  • Offered Master of Arts in Education Program at the Graduate School in June 1972.
  • Established the College of Arts and Sciences in 1972. Opened B.S. Political Science course.
  • Opened the College of Nursing in 1973.[11]

2. Judge Aquilino B. Bonto, Ll.B.

Biography: Born December 24, 1923 in Legazpi City. Ll.B from UP College of Law

Highlights:

  • Construction of the Multi-purpose Building, hosting the Graduate School, the Office of the Vice President for Academics, the General Library, the Amphitheater, Audio Visual Room, Office of the Local Governance and BU Computer Science Institute.
  • Established the Center for Cultural Studies
  • Decentralized Administrative and Financial Management
  • Plotted Medium-term Development Plan of BU
  • Hosted a World Bank-funded Regional Institute of Fishery Technology in the College of Fisheries (1981 - 88) to strengthen Diploma in Fisheries Technology Program
  • Pushed the College of Agriculture in 1987 as a pilot provincial Technological Institute in Agriculture, financed by an Asian Development Bank loan, under the auspices of Department of Education, Culture and Sports.
  • Opened BS Agribusiness and BS Agricultural Technology courses in the College of Agriculture.
  • Added AB major in English, BS Social Work, BSBA major in Entrepreneurship, BSBA major in Management courses in the College of Arts and Sciences.
  • Opened BS Architecture and BS Electrical Engineering courses in the College of Engineering.
  • Opened Master in Economics course in Graduate School.[11]

3. Dr. Patria G. Lorenzo (1988 - 1992)

Biography: Educator and Leader. Born in Tabaco, Albay, grew up in Malinao, Albay. B.S. in Education at [[University of the Philippine], major in English and minor in Guidance. Master of Arts in Education and Doctor of Philosophy in the same university.

Highlights:

  • Established BU Institute of Communication and Cultural Studies (BUICCS) offering Bachelor of Communication Arts in 1992
  • Hosted the Regional Science Teaching Center, managed by the Department of Science and Technology (DOST) in Region V .
  • Added Ph.D. in Development Management; Ph.D. in Educational Foundation, Ph.D. in Public Administration, and M.S. in Fishery Technology curricula in the Graudate School.
  • Added B.S. Forestry in College of Agriculture
  • Added B.S. Accountancy and B.S. in Communication Arts courses in the College of Arts & Sciences.
  • Added B.S.E.D. major in Fish Arts in the College of Fisheries.
  • Supported the Masaraga Agroforestry Project carried out by the College of Agriculture.
  • Set up the BU Development Foundation Inc., and the BU Trust Fund.

& Strengthened the Management Information System (MIS).[11]

4. Dr. Lylia Corporal-Sena

Highlights:

  • Established BS Forestry Program in 1993; renamed the College of Agriculture as the College of Agriculture and Forestry.
  • Restructured the College of Fisheries to become the BU Tabaco Campus.
  • Through a petition led by Gubat Mayor Deogracias Ramos Jr.[12], established BU Gubat Campus on June 13, 1996; later converted into BU Extension Programs to pave the way for Sorsogon State College and the local government of Gubat to take over.
  • Established Computer Science Institute in 1995; renamed the School of Arts and Trades as College of Industrial Technology, and the Institute of Physical Education, Sports and Recreation to manage PE classes and Sports and Recreation programs of the University.
  • Launched the Bicol University Internet Service Project in 1997[12]

5. Dr. Emilano A. Aberin, (1999-2003)

Biography: Master of Science in Agricultural Engineering (Major in Soils and Water engineering) from the University of the Philippines Los Baños and Ph.D. in Educational Management from University of Saint Anthony in 1985. Assistant to the Dean of BUCA, Dean of the BU College of Agriculture, Assistant to the President for External Affairs, Acting Director of the Research and Statistics Center, University Vice President, Officer-in-Charge of the BU College of Fisheries, Officer-in-Charge of Bicol University, Acting Director of the BU Institute for Peace and Security Studies (IPSS). Highlights:

  • Decentralized BU Administrative and Fiscal Systems
  • Pushed for Information and Technology programs
  • Drafted the BU Comprehensive Development (ComDev) Plan.
  • Integrated the School of Philippine Craftsmen in Polangui, Albay as BU Polangui Campus in 2000. [11]

6. Dr. Susana C. Cabredo, Ph.D.

Highlights

  • Restructured academic units and programs: reconstituted The Institute of Communication and Cultural Studies as the College of Arts and Letters (CAL); established the College of Science (CS), the College of Business, Economics and Management (CBEM), and the College of Social Sciences and Philosophy (CSSP) in 2003.

7. Fay Lea Patria M. Lauraya, Ph.D.

Highlights:

  • Created The Institute of Local Governance (ILG)
  • Established The Regional Science Teaching Center (RSTC)
  • Opened The Sentro ng Wika.
  • Opened BS Mining Engineering course at the College of Engineering in 2008.

Until the integration of the Peace and Security Studies programs in the relevant college of the University, there existed for a short while an Institute for Peace and Security Studies with five curricular programs corresponding to the five educational levels- elementary, secondary, baccalaureate (BAPSS), master's (MAPSS), and doctoral (PASA) levels.[citation needed]

Bicol University Main Campus

Located in Legazpi City along the national highway, Rizal St.. Aside from the Administration Building, this campus hosts the College of Education (BUCE), College of Nursing (BUCN), College of Arts and Letters (BUCAL), College of Science (BUCS), Graduate School (BUGS), Institute of Physical Education, Sports and Recreation (IPESR), Bicol University Integrated Laboratory School (BUILS) High School Department. The Bicol University Research Extension Program Center (BUREPC), the Amphitheatre and the Little Theater are also found in this campus[13].

Legazpi East Campus

Located in Legazpi City, this campus[5] hosts the College of Engineering and College of Industrial Technology.

Daraga Campus

Located in Daraga, Albay[14], this campus consists of the College of Social Sciences and Philosophy (CSSP) and College of Business, Economics and Management (CBEM). This campus was formerly called College of Arts and Science (CAS).

Tabaco Campus

Located in Tayhi, Tabaco, Albay [15]. Courses offered in this campus[16] are Bachelor of Science in Nursing, Food Technology, Social Work, Fisheries and Aquaculture, Marine Fisheries, Fish Technology, Coastal Resource Management, Secondary Education, and Business Administration.

Guinobatan Campus

Located in Pan-Philippine Highway in the town of Guinobatan, Albay[17], formerly known as Guinobatan Rural High School in 1927; Roxas Memorial Agricultural School in 1950; Bicol University College of Agriculture (BUCA) in 1969 through RA 5521; with the offering of Bachelor of Science in Forestry starting in 1991, is now known as Bicol University College of Agriculture and Forestry (BUCAF)[18]. BUCAF is a member of Philippine Agroforestry Education and Research Network (PAFERN)[19]

Polangui Campus

Located in Ilaod, Polangui, Albay[20], this was formerly known as the School for Philippine Craftsmen[21] and offered vocational courses. It was integrated into Bicol University[22], through R.A. 7722, R.A. 8292 & R.A. 8769, on December 14, 2000 and renamed as Bicol University Polangui Campus. From the five courses offered in 2000, it now offers fifteen courses including BS in Nursing, BS in Computer Engineering and BS in Electronics and Communications Engineering.

Gubat Campus

Located in Gubat, Sorsogon[23], this campus offers Bachelor's degrees in Agricultural Technology, Secondary and Elementary Education, Fisheries, Food Technology, Entrepreneurship, Peace and Security Studies and Computer Science are offered in this campus.

Health services

Campus safety and security

The Civil Security Office is responsible for campus security. It is assisted by security officers from a private security agency.[citation needed]

Sport and recreational facilities

There are basketball courts, facilities for track and field events, a volleyball court, a soccer field, and a swimming pool available for use by students and personnel.[citation needed]
