I'm somewhat suprised by the question, as the answer is so obvious: all other comparable countries (Latvia, Lithuania, Finland, Sweden, Norway, Denmark, Poland, and the list goes on) have these municipality-level categories and there is no reason why Estonia, of all countries, should be an exception. I'm very much aware of the municipal reform of 2017, whereby the number of parishes/municipalities was drastically reduced. As I'm Finnish, I can easily read Estonian sources. Municipal and other boundaries change from time to time in other countries as well, and if they should change in the future, we'll just do the same thing that is done with corresponding municipal categories in other countries: update.
