DS David Budd, a damaged Afghanistan war veteran, is on a train from Glasgow to London when he intervenes and foils a plot to blow up the train. The attention lands him a job guarding the home secretary, Julia Montague. The tension between the two is at once apparent, as Montague embodies everything that Budd dislikes. Montague fires an employee, who in turn tries to bad mouth her to the press, but fails. Budd later meets up with an old army friend, Andy Apsted, the leader of a peace group, who also despises politicians, and is disgusted with Budd's new career choice. Meanwhile, Budd tries to deal with both his mental health issue, and his deteriorating relationship with his wife, Vicky, from whom he is separated.
