You did not provide a valid reason for moving this material from the leading section.

Look, I see what you’re doing. You assume that it’s somehow your patriotic duty to remove (or at least move to the end of the article) material critical of your country as a host nation. Just stop. Plus, this paragraph also mentions such important developments as a doping scandal in Russia.
If you weren’t such an agenda-driven editor, you would probably conduct some research prior to making your nonsensical argument. Look, 2018 Winter Olympics has a similar paragraph in its lead, a no one tries to remove it, genius.
