I can't see how this person is notable by our standards. There's been interminable WP:COI/WP:SOCK editing on this (and by the same editors on Draft:Hebert Neri and Draft:Jennifer Lobo, though I don't know what the connection is between them). Perhaps the oft-repeated claims of importance and notability are justified ... and perhaps they are not. I read Portuguese only slowly, but at the moment I'm not seeing it.
