In reality, SIGAR has a Lessons Learned Program which has produced nearly a dozen reports, each of which cite these interviews. The page also incorrectly attributed the 40 percent estimate to a report, rather than an interviewee. The record of interview includes that estimate. undo

To call them assessments is misleading; it is a series of interviews with policymakers who provided assessments, but the documents themselves are records of interviews. undo
