As registered users have access to tools IP editors don't, could you possibly check that draft for copyright violation and either mark it up as such or nominate it for speedy deletion as such. It's been my experience that repeated use of the royal "we" generally is a good indication of copy paste and if not it's an almost certain indication of COI editing.
