* This is basically just the British flag with different colours and some text. Just use the copyright tag for the British flag (probably {{tl|PD-UKGov}}) and combine it with {{tl|PD-ineligible-USonly}}.
: Let's say that someone adds the code [[File:Capital City Service (hooligan group).jpg|thumb|This is the flag (or logo) for [[Capital City Service]].{{fact}}]] to an article, would you be able to somehow remove the {{tl|fact}} tag?

Photo of a plaque with lots of text. It's from Guam and mentions that the name of the sculptor (of the Kepuha statue which isn't in this picture) is Anastacio Caedo. This pretty much rules out any PD-old tag. At the bottom it says "Park developed and constructed by: Carlos Construction Company, Inc." but it also says "Historian: Robert Underwood". Maybe. The Copyright Compendium goes back and forth (depending on 1st, 2nd, or 3rd edition) over whether the governments of the organized territories (under the jurisdiction of the federal government) can own their copyrights, or they are PD-USGov. the 1st edition (for before 1978, which would cover the time period of this plaque) said: Publications of the governments of unincorporated territories of the U.S. (Guam, Panama Canal Zone, Virgin Islands, Samoa) will be treated as publications of the U.S. Government. The second edition says: Works of the govern­ments of the "organized territories" under the jurisdiction of the U.S. Government are acceptable for registration under the rule of doubt. So it wasn't clear but they would accept the Guam government's ownership of copyright. The 3rd edition says: PD-USGov also includes works prepared by an officer or employee of the government of the District of Columbia, the Commonwealth of Puerto Rico, or the organized territories under the jurisdiction of the federal government.
However, the statue was apparently put up in 1976, which would be before 1978, and would make the plaque {{PD-US-no notice}}, which might be a safer tag. Carl Lindberg (talk) 06:11, 19 November 2021 (UTC)[reply]

  • This is basically just the British flag with different colours and some text. Just use the copyright tag for the British flag (probably {{PD-UKGov}}) and combine it with {{PD-ineligible-USonly}}.
