Allan H. Kittleman (born October 20, 1958) was elected to serve as the ninth Howard County Executive on November 4th, 2014. Previously, Allan had served a member of the Maryland Senate since 2004, representing Carroll County and Howard County and was elected by his peers to serve as the Senate's Minority Leader on September 16, 2008. Allan served on the Howard County Council from 1998 to 2004.
He is the son of the late Robert H. Kittleman and was appointed by Governor Bob Ehrlich (R) to fill his seat in the Maryland Senate. In 2006 Kittleman won re-election in a landslide against Democrat Richard Corkran. Widely viewed as a moderate, Kittleman frequently mediates between the liberal and conservative factions in the party.[citation needed] In 2010 Senator Kittleman defeated Jim Adams by a wide margin in the general election, he faced no primary opposition. On January 30, 2010, the Senate Republican Caucus again choose him to serve as Minority Leader with Senator David R. Brinkley as Minority Whip, who defeated Senator Nancy Jacobs.
Senator Kittleman resigned as Minority Leader on January 18, 2011. Senator Kittleman declared his candidacy for Howard County Executive in 2014. During the 2011 General Assembly session, Kittleman broke ranks with his fellow Republicans and voted in favor of legalizing same-sex marriage.[2]
Education
Kittleman attended Atholton High School in Howard County. He received his B.A. from the University of Maryland, Baltimore County in 1981 and his J.D. with honors from the University of Maryland School of Law in 1988.
Career
Kittleman was admitted to the Maryland Bar in 1988 and was an associate with Smith, Somerville & Case, 1988–91 (legal assistant, 1984–88) and a partner with Herwig & Humphreys, LLP from 1996 to 2003 (associate, 1991–96). Kittleman currently works for the law firm Godwin, Erlandson, MacLaughlin, Vernon & Daney (Of Counsel).
