Notability[edit]

Is there a Wikipedia guideline that accepts local arts councils as inherently notable? It appears a number of articles on the California councils are totally unsourced, and function as directories or promotional vehicles. 99.156.68.128 (talk) 00:21, 30 April 2012 (UTC)[reply]
