I just discovered this article

Strengthen the Arm of Liberty Monument (Pine Bluff, Arkansas) as being in the category of NRHP in Arkansas and was concerned. It appears to me that the object might be in an historical district, but so are a variety of fire hydrants, STOP signs and all sorts of other things, I doubt thtat the statue was a contributing factor to the designation and I believe that the category should be removed. But this is not my area, so I tred cautiously. I fact I don't think that the fore mentioned article should exist outside a list of the statues somewhere.
