Name of Category[edit]

I believe the name of this category is fundamentally misbegotten. I was expecting it to serve as a sort of "super-super-category", but it's merely a "super-category". Judging by its contents, should it not be renamed Category:Topics by country? (Please leave a note on my talk page to let me know that you've replied here. Thanks.)
