The Saudi Electricity Regulatory Authority (SERA) is a governmental authority with a legal personality that has financial and administrative independence, headquartered in Riyadh. It is responsible for regulating the electricity sector in the Kingdom of Saudi Arabia, aiming to make the sector organized, reliable, sustainable, and efficient.[1]

Establishment

The authority was initially established as the 'Electricity Services Regulatory Authority' on November 12, 2001. Subsequently, on November 21, 2005, its name was changed to the 'Electricity and Co-Generation Regulatory Authority' following the addition of responsibilities related to co-generation activities.

On December 29, 2020, pursuant to Cabinet Resolution No. 263, the authority underwent a reorganization, and its name was changed to the 'Water and Electricity Regulatory Authority.' This restructuring aligned the authority directly under the Prime Minister, and the responsibility for regulating the water sector, as outlined in the new framework, was delegated to the Ministry of Environment, Water, and Agriculture for a renewable term of three years.

Most recently, on May 7, 2024, the Cabinet approved a further amendment, renaming the authority to the 'Saudi Electricity Regulatory Authority,' thereby assigning it the exclusive responsibility of regulating the electricity sector.[2]

Responsibilities and Roles

The Authority performs its duties and responsibilities across six key areas:

  • Consumer protection and rights preservation.
  • Licensing.
  • Regulations, codes, standards, and monitoring.
  • Tariffs and required revenue.
  • Development of electricity activities.

Responsibilities

The Authority is responsible for providing a clear and fair regulatory framework, protecting the public interest and the rights of consumers and investors, encouraging legitimate competition, and ensuring high environmental and technical standards in services. In addition, it is authorized to issue executive regulations, licenses, and permits, oversee their application, and make sure service providers follow the guidelines.

Additionally, to maximize the use of energy resources, improve power plant efficiency, and support high-efficiency projects, the Authority collaborates with the Ministry of Energy and other pertinent organizations.

Board of Directors

Council of Ministers Decision No. 263, issued on 29/12/2020, outlines the composition of the Authority's Board of Directors. The Board is chaired by an appointee by Royal Order and includes five specialized members appointed by the Council of Ministers based on the recommendation of the Authority's President, for a renewable term of three years. The Board Chairman appoints a Deputy, and the composition includes representatives from specific ministries (e.g., Ministry of Energy, Ministry of Finance), in addition to the Governor of the Authority.[3]

The Board of Directors is the highest power within the Authority, overseeing its management, setting general plans, and monitoring the implementation of policies and regulations governing the services it regulates.
