Vinay Kumar Singh is an Indian bureaucrat, currently serving as the Managing Director of the National Capital Region Transport Corporation (NCRTC). NCRTC is an organization mandated to implement the Regional Rapid Transit System (RRTS) across the National Capital Region of India, ensuring balanced and sustainable urban development through better connectivity and access.
He is an Indian Railway Services Engineers (IRSE) officer of the 1988 batch. Vinay has earlier worked as the Chief Executive Officer of the High-Speed Rail Corporation and an Executive Director of Indian Railways. He has also been the officer in charge of the execution team of the first section of Delhi Metro project.
Early life and education
[edit]Vinay Kumar Singh was born on 24th March 1967 in Meerut. He did his initial schooling in Lakhimpur Kheri, Uttar Pradesh , and senior secondary from GIC, Bulandshahar. He graduated in civil engineering from Motilal Nehru National Institute of Technology in 1987. He then completed his post-graduation in civil engineering from the Indian Institute of Technology (IIT) Delhi in 1989.
Career
[edit]Vinay started his professional career as an Indian railway officer in 1988 (IRSE). He served as the deputy chief engineer of the first section of the Delhi Metro Rail Project from 1998 to 2002. He then joined Indian Railways in May 2002, and from Aug 2010 onwards served as an Executive Director, Ministry of Railways. He has experience of working on Board of many joint venture companies of Ministry of Railways. Mr. Singh has worked on a wide variety of professional assignments during his tenure in Indian Railways including maintenance of the Ahmedabad-Kandla Port rail line as Divisional Engineer, on Western Railways. He then joined Rail Vikas Nigam Limited (RVNL) as Group General Manager in Dec 2012 and later in 2013 joined as the Chief Executive Officer of the High-Speed Rail Corporation, where he worked on completing the feasibility study of Mumbai-Ahmedabad High-Speed Rail Corridor and on finalizing the techno–economic agreement between India and Japan for construction of this line. Mr. Singh was then appointed as the Managing Director of NCRTC in 2016 and is leading the implementation of the RRTS project. Over the course of his career, he has served as Director on the Board of various Special Purpose Vehicles (SPVs) and has been involved in the planning and development of Public Private Partnership projects of port connectivity and Railways.

Awards and recognition
[edit]He is the recipient of the “National Award for Outstanding Service” from the Ministry of Railways.
Mr. Singh was the recipient of the first Annual MD's award at DMRC by Mr. E Sreedharan in the year 1999.
