The Greater London electoral wards in use from 2002 to 2014

Greater London is made up of thirty-two London boroughs[n 1]. These have been divided into wards since the county came into existence on 1 April 1965, first for elections a year earlier. Ward boundaries were revised in May 1978, May 1982, May 1994, May 2002 and May 2014.

From 2014 the boroughs are divided into a total of 628 electoral wards[n 2] that are used for the election of councillors to London borough councils. They are also used as a statistical output unit roughly analogous to a neighbourhood. The Metropolitan Police Service organises neighbourhood policing using wards and publishes crime statistics based on them.

History

Wards were established for Greater London when it came into existence on 1 April 1965. The first elections of ward councillors took place in 1964. [1] These boundaries were also used for the 1968, 1971 and 1974 elections.

For the 1978 elections the ward boundaries were revised in every borough, except Enfield.[2] The wards for Enfield were then revised at the 1982 election.[3] These boundaries were then also used at the 1986 and 1990 elections.

For the May 1994 elections there were a series of minor adjustments to London borough boundaries, the most significant of these caused a new ward of Becontree to be created in Barking and Dagenham and a new ward of Horsenden to be created in Ealing. The councillor allocations in some wards were also altered by the changes.[4][5] These boundaries were also used at the 1998 elections.[6] The 2002 boundaries followed a series of reviews and 32 statutory instruments.[7]

From the May 2014 elections, changes took place to wards and these affected the number of councillors, such as in the London Boroughs of Hackney,[8] Kensington and Chelsea,[9] and Tower Hamlets.[10]

Election of councillors

The primary intended purpose of wards is to create areas of equal population for the election of councillors to London borough councils. Most wards elect three councillors, but where it has not been possible to divide conveniently (with regard to shape and proximity of polling places) a borough into areas of equal population some wards have been created that elect two or one. In the 2002–2014 period, Bromley had four two-seat and one single-seat ward, Croydon had two two-seat wards, Hammersmith and Fulham had two two-seat wards, and Hillingdon had one two-seat ward.

Other uses

Parliamentary constituencies in London are defined in reference to the electoral wards.

The Office for National Statistics uses electoral wards as a basic output unit, that is roughly analogous to a neighbourhood. In a very suburban setting this may near equivalence to a former civil parish, such as a village or small town, in size where approximate to historic parishes. In the case of urban (densely populated) contents, ward sizes incline to a small fraction of the historic parish in size. Note that a ward name may share the name of a traditional district (typically ancient parish or railway station name) but will often be much smaller than the various established boundaries of that place, one form of which may be postal district.[11]

The Metropolitan Police Service uses wards as the basis for their "Safer Neighbourhoods" neighbourhood policing system[12] and publishes crime statistics based on them.[13]

City of London

The City of London forms a separate ceremonial county, which is governed by the City of London Corporation. This body is elected both by the businesses based in the City and the residents of the City, and is a system of local government unique within the United Kingdom. The reason for its exclusion on this list is that the Wards of the City of London are ancient and do not hold to the principles of fair distribution upheld by the Boundary Committee of the Electoral Commission under the Parliamentary Constituencies Act 1986. Boundaries were reviewed in 2003 and are again being reviewed, for 2013, however the number and the names of the wards do not change. They can be described as being both electoral divisions (electing common councillors and Aldermen to the Corporation) and permanent ceremonial, geographic and administrative entities within the City.
