The Ministry of Defence of the Federal Government of Somalia (FGS) is the government body in charge of the Somali Armed Forces (SAF), the military of Somalia.

Overview

The Somali Armed Forces were initially made up of the army, navy, air force, and air defence command. In the post-independence period, the national armed forces grew to become among the larger militaries on the continent. The subsequent outbreak of the civil war in 1991 led to the disbandment of the Somali National Army (SNA). However, the military of Somalia was later gradually reconstituted with the establishment of the Transitional Federal Government (TFG) in 2004.

The Federal Government of Somalia was established on 20 August 2012, concurrent with the end of the TFG's interim mandate. The SAF is now overseen by the federal Ministry of Defence. The Somaliland and Puntland regional governments maintain their own security and police forces.

Legislation

In February 2004, the establishment of a new national military was granted in Chapter 10, Article 65 of the Transitional Federal Charter:[1]

Security and Defense Forces

  1. The Somali Republic shall have a national armed force consisting of the army and police.
  2. The Armed forces shall faithfully abide and preserve the Charter, the laws of the land and unity of the country.
  3. The law shall regulate the structure and functions of the armed forces and the system of cooperation and coordination amongst them in the fulfilment of their institutional duties.
