Stockholm is not a primate city, as its size is not dramatically higher than that of the second biggest city, Gothenburg. Furthermore, the cities are comparable in terms of GDP per capita and it is highly debatable whether or not Stockholm is the educational center of Sweden - though it's certainly the political one. "... a primate city will usually have precedence in all other aspects of its country's society such as economics, politics, culture, and education" conveys a corollary, that these are typically true of primary cities. From an educational standpoint, Stockholm does not have precedence in comparison to other regions of the country (the universities of Lund & Uppsala, for example).
