Is there a good chance that all of the redlinked battalions in the Organization section will have their own articles at some point? If not, please de-link.

What do they do?

Unclear sentence

I was reading this article and I really don't understand this sentence. "The 95th Civil Affairs Brigade makes up a significant portion of the four percent of civil affairs soldiers in the active component." I know very little about the subject.
