I removed the PROD template, as Witulski appears to have a large number of high citation papers. I'm not familiar with the subject, but it looks like he meets notability under WP:NACADEMIC criterion 1. (So "Unremarkable person", as listed in the prod, doesn't hold up.)
I added a Google scholar profile link to reflect. The article does have a large number of other problems.
