Homelessness initiative?

As a currently homeless Veteran, I find this "initiative" a joke. When I worked for the VA in West Los Angeles at CTRS (Care, Treatment, Rehabilitation, Services) I never saw a representative of Benioff's initiative. Is this $30 million initiative only going to San Francisco? Cause, I could currently use some help Mr. Benioff right now! The VBA (Veterans Benefits Administration) doesn't give a rats ass about a war Vet like myself! Six years now I've tried to get help, but nothing!
