He is no longer the incumbent Director of Policy Planning. Kiron Skinner was appointed to this position in August, so that should be put in the term_end field in his template with Skinner put in the successor = field. Can someone do this? It is worth noting that has been alleged to be involved in discriminatory/retaliatory practices against a career civil servant, which is now under investigation by at least the U.S. Department of State's Inspector General.
