characterization as 'proto-fascist'

the citation is from an essay from 1998. Brooks' biographers pointed out that proto-fascism could be a characterization, and that it would be wrong to use that label. Brooks promoted what would become the New Deal as well as military preparedness to counter Germany and Japan in the 1920s. Essentially, people calling Brooks a fascist are missing the point. It's like calling Theodore Roosevelt a fascist. Brooks wanted the US to beat its chest because the Germans and the Japanese were beating their chests. See, Beringause's biography and Hirshfield's essay on Adams' Nationalism (I'm too lazy to get the citations myself).
